Government Technical Advisory Centre (GTAC) is currently accepting applications from qualifying applicants who would like to work for the GTAC as a Monitoring and Reporting Specialist Jobs Fund in Pretoria (CENTRE). The appointed candidate will be getting paid an income of R733 257 – R863 748 per annum (Level 11), an all-inclusive package. The successful candidate will sign a 36 Months Fixed Term Contract.
REQUIREMENTS
A bachelor’s degree (NQF level 7) or equivalent qualification in Economics, Social Sciences, or a relevant discipline is required. A postgraduate degree in monitoring and evaluation, as well as statistical analysis, will be advantageous. Experience in monitoring, measuring, and evaluating development programmes and/or projects for at least 6-8 years is required. Two (2) years of managerial experience, as well as experience working in this role for donor organizations or development finance institutions in the private or non-state sector, will be advantageous. Required skills and abilities: Monitoring, evaluating, and reporting are all important aspects of every project. In-depth understanding of developing and implementing qualitative and quantitative monitoring, evaluation, and reporting techniques, procedures, and tools, as well as developing and implementing monitoring and evaluation frameworks and indicators.
Knowledge of project management principles, methods, or tools for assessing, conceptualizing, structuring, scheduling, coordinating, and managing projects and resources, as well as monitoring, evaluating, and reporting on project impact, costs, work, and contractor performance. Grant Management: Understanding of grant funding (non-repayable funds) and processes, as well as the regulatory environment that governs the administration of public funds. This involves understanding of the grant funding reforms project in South Africa as well as grant administration systems. Database Management: Understanding of data management principles, procedures, and tools, including modelling approaches, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization process.
Data Analysis: Relevant expertise and knowledge of how to collect and analyze data in a trustworthy, valid, and accurate manner. Development Financing: Understanding of development financing methodologies and processes, such as the financing of long-term projects and public services using a non-recourse or limited recourse financial structure, in which project debt and equity are repaid from the project’s cash flow. Computer literacy refers to the knowledge and skills required to effectively use computers and technology. Refers to a person’s comfort level with computer programmes and other computer-related applications (MSOffice general, 18 Internet and emails). This includes the capacity to pick up new business-related applications. Integrity/Honesty: Contributes to the organization’s integrity; demonstrates high ethical standards and recognizes the consequences of disregarding these standards on the organization, self, and others; is trustworthy.
Knowledge of the levels and sectors of government, as well as inter-governmental relationships and the national, provincial, and municipal governments’ economic and social development aims and programmes. Information Management: The ability to gather, prepare, house, and communicate organizationally relevant information produced or discovered through work in a way that facilitates access and comprehension while also informing and educating the reader about the issue. Knowledge of how labour markets operate, as well as current active labour market policy actions. Knowledge of the regulatory environment and processes that govern the execution of policies, legislation, and service delivery programs, as well as the PFMA and NT rules that govern the Jobs Fund.
Solving and Analyzing Problems: The ability to comprehend a circumstance, issue, problem, or other situation by breaking it down into smaller pieces or tracing the consequences of a situation step by step. It entails systematically organizing the components of a problem, issue, or other circumstance; making systematic comparisons of various qualities or aspects; establishing sensible priorities; and finding temporal sequences, causal links, or if-then interactions. DUTIES
To monitor and track the progress of a portfolio of Jobs Fund projects, to provide regular updates on their progress, and to conduct/manage knowledge-generating projects (e.g., evaluations, case studies, etc.), which would include the creation of key documents to promote the organization’s lessons learned. Projects, as well as monitoring and reporting, are all important. Planning: Design and design monitoring and measurement plans for Jobs Fund (JF) initiatives at the start of the project to guarantee that monitoring and measurement are integrated throughout the project’s phases.
Participate in planning and design meetings for monitoring and reporting to determine project outcomes, outputs, and measurement criteria. The creation of result chains. Data sources for baseline evaluations must be identified. Methods for collecting information are being developed. Make proposals for JF project monitoring and reporting systems and submit them.
JF monitoring and measuring plans should be collected, processed, and filed. Establish a monitoring and reporting timetable and requirements for JF initiatives, and convey them. Administration for Project Monitoring and Reporting: Examine the Grant Management System’s JF project reports (GMS). Compare the reported information from the JF project to norms and standards, and keep track of any differences or oversights. Prepare suggestions for process and procedure improvement. Disseminate data for reporting reasons. Participate in meetings, workshops, and other venues to start a conversation about the project’s development and evaluation outcomes. Integrate insights into tools and processes for monitoring and assessment. Maintain and maintain the monitoring, evaluation, and reporting processes, procedures, and tools and processes for JF projects, as needed, including record 19 keeping and reference. Maintain internal and external JF platforms and procedures for information sharing and interpretation.
Monitoring and Reporting Capacity Development and Learning: Ongoing communication and interaction with Jobs Fund stakeholders on all elements of the project’s monitoring, evaluation, and reporting. Conduct sessions to educate and promote the use of results-based monitoring, measuring, and reporting tools, systems, and the Jobs Fund reporting procedures to all stakeholders. Gather, distribute, and file client comments, case studies, reviews, and project assessments into learning reports. Collect, aggregate, distribute, and submit participation reports for research networks on job creation, employment, and systemic change. Processes and technologies for monitoring and reporting. R&D Participate in research and benchmarking initiatives on best practices and trends in monitoring and reporting, as well as the creation, dissemination, and filing of research reports, with well-established international institutions.
